How you'll make a difference Victoria Daly Regional Council is looking for a proactive WHS Manager & Business Partner to champion safe workplaces, drive WHS strategy, and support teams across our region. This role blends WHS leadership with business partnering functions to support operational excellence and risk-based decision making. Victoria Daly Regional Council is seeking a proactive and influential WHS Manager & Business Partner to lead safe work practices, elevate WHS performance, and empower teams across our region. This role blends specialist WHS leadership with strategic business partnering. You will work closely with senior leaders, managers, and frontline staff to enhance WHS capability, drive risk-based decision making, and embed a positive safety culture across diverse operational and community service environments. You will lead WHS governance, incident response, training programs, psychosocial safety initiatives, and continuous improvement activities that shape safety outcomes across our diverse organisation. Day-to-Day Duties Will Include, But Are Not Limited To
- Ensure compliance with WHS legislation, regulations, and codes of practice; monitor legislative changes; liaise with NT WorkSafe and stakeholders; lead incident notification and reporting.
- Lead WHS committee meetings; conduct and support risk assessments; investigate incidents and manage corrective actions; analyse trends and root causes.
- Maintain and improve VDRC’s WHS Management System; develop audit-ready policies and procedures; manage compliance requirements with external providers.
- Design and deliver WHS inductions, toolbox talks, and refresher training; identify capability needs; maintain WHS training records and competency matrices.
- Contribute to emergency preparedness planning, support seasonal readiness activities and emergency drills.
- Promote respectful behaviour and a mentally healthy workplace; undertake psychosocial risk assessments; support wellbeing initiatives.
- Analyse WHS data, benchmark performance, and drive WHS improvement initiatives.

The Ideal Candidate Profile You are someone with a strong commitment to safety, inclusion, and practical problem solving. You bring a deep understanding of WHS legislation and its application, confidence working autonomously, and strong analytical and communication skills to support informed decision making and cultural change. You Will Bring
- A Diploma or Degree in Work Health and Safety or related discipline.
- A Certificate IV in Training and Assessment (desirable).
- Proven experience in WHS leadership roles.
- A commitment to cultural safety and respectful engagement
Other Requirements
- Criminal History Check (recent, within 3 months).
- A current Working with Children’s Card (Ochre Card).
- A current unrestricted Drivers Licence.
